Biography

Dr. Askar currently works as a Professor and Program Director at the Engineering & Technology Dept., Southern Utah University. He was granted his Ph.D. degree in civil engineering from Brandenburg University, Germany. He has more than 30 years of combined experience as an industry expert, teacher, researcher, M.Sc., and Ph.D. adviser. He worked for over 25 years as the founder and CEO of a group of construction companies in different countries, including the Middle East, the Far East, Europe, and the USA. His companies are diversified into civil engineering design, construction contracting, project management, engineering consultation, real estate, and professional training. He worked on different types of projects, such as residential buildings (high-, medium- and low-rise buildings), institutional and commercial, international airports, hotels, environmental structures, industrial, military, medical facilities, utilities and infrastructures, highways, bridges, tunnels and specialized heavy civil construction. He has more than 25 years of experience teaching undergraduate and graduate courses at different universities. As a teacher, he is bridging the gap between traditional teaching methods and applying industry knowledge in the classroom, which not only develops the curriculum but can help students understand the link between theory and practice and better prepare them for the future. He worked as a professor and chair of the Construction Engineering Department in Egypt. He consults with different Governmental Agencies in most Middle and Far East countries as a consultant for strategic planning, development programs and technical aspects related to construction engineering and management. He participates in interdisciplinary funded research programs. He has written numerous peer-reviewed research papers for technical publications and textbooks on civil engineering, construction, renovation, automation, design-based performance, and engineering education quality. He has advised more than 35 M.Sc. and Ph.D. students and contributed to Departments, Colleges, Universities, Professions and Society.

Funded Research: The World Bank consultant in the following Project: "Skills Development Project - Labor Market Demand Survey in the Egyptian Construction Industry." Conferences Editor). I attended and presented several workshops about RSVP for USHE CTE majors, STEM Center for Teaching and Learning, and Center of Teaching Innovation (Meetings in a regional or national professional society). I have considerable input in several activities, such as consulting, training, value engineering workshops, project management, design, and research and development programs for public sectors in several countries. Additionally, I am the CEO of a group of construction companies in the Middle East, Far East, Europe and the USA. I create several opportunities to serve our students beyond the classroom, such as mentoring student projects outside class.

Additionally, I have organized field trips to construction projects, facilities and educational purpose trips. I have coordinated/supervised trips for students to participate in conferences in different areas and career jobs to present a capstone project work. Evaluating these methods has led to my publications and other conference and journal articles comparing some aspects of the format to conventional methods. More recently, I have been applying the 'Quantitative Model for Quality Assurance to Enhance Engineering Education - 30 - Performance Indicators', which I have published in several conferences and in a peer- reviewed journal.

The second aspect of my scholarship efforts is geared toward the student experience in research. I have published over 60 peer-reviewed papers on civil engineering and construction management with my students at several conferences. This type of scholarship has two forms: 1) Research involves student projects that culminate in student publications or other deliverables (such as instructions and sample data for use by instructors), and 2) Research involves students in fellowships that are then published. The second scholarship usually follows my advice and discusses engineering aspects that impact the community, such as stormwater, flood control, etc.

Lastly, my research focuses on engineering utilities, infrastructures, rehabilitation methods, and the enhancement of engineering education. I was recently involved as a PI and Co-PI in preparing three NSF grants related to 1) helping the community in Cedar City to control the flood and developing simulation models to maintain the stormwater infrastructures, 2) strengthening the engagement between SUU and the industry, and 3) reinforcing pathways within STEM programs by increasing interdependence of technical and community colleges and SUU. I developed more than five new courses in CE and CM degrees and prepared their course materials. Below are some honors: SUMMARY * 5 PhD and 18 MSc theses have been completed under my Supervision in several universities in different countries.
