Biography

Puthborey Phon is a skilled professional with extensive experience in gender-based violence, human trafficking, and policy advocacy. As a former Project Manager for UN Women and Director of the Legal Protection Department in Cambodia, he has led initiatives to improve essential services for women and migrant workers while advocating for legal reforms to address gender-based violence and trafficking. He played a key role in integrating gender-sensitive policies into national and regional frameworks across ASEAN and the Mekong region, collaborating with various stakeholders and line ministries. Puthborey has a strong background in project management, team leadership, and legal advocacy. He supervised a team of 30 legal practitioners and provided capacity-building training to provincial departments nationwide. His leadership helped shape policies and laws that support and protect survivors of gender-based violence and human trafficking, especially women and children. Puthborey’s contributions have been recognized with several prestigious awards. He has shared his expertise at international conferences and regional meetings, focusing on violence against women, human trafficking, and the Women, Peace, and Security agenda. His work has been published in reputable outlets, where he has explored the impacts of climate change on human trafficking risks in vulnerable populations.
