1971 Chief of Naval Training established Naval Training Command board convened to implement a single Naval Training Command in the field 1973 Renamed: Chief of Naval Education and Training (CNET) 1974 CNET implemented Navy Campus for Achievement (NCFA) program. Designed to afford Sailors the ability to further their education by coordinating Navy’s off-duty education programs with on-duty education training programs Participating Schools: University of California San Diego University of West Florida United States International University San Diego Community College Pensacola Junior College Chapman College Tidewater Community College 1974 Naval Academy Preparatory School moved to Newport, R.I. 1980 Navy Enlisted Education Advancement Program (EEAP) implemented 1983 Training effectiveness division established to consolidate management of all programs for the evaluation and improvement of curriculum and instruction in the command Naval Science Institute (NSI) began in Newport, R.I. 337 Candidates 124 College Programs 213 Scholarships 1986 CNET consolidated into one building on Naval Air Station Pensacola 1987 CNET headquarters reorganized to improve management of warfare-specific training and reassign to other commands those responsibilities that would best be accomplished by program-oriented activities. 1991-1999 Broadened Opportunity for Officer Selection and Training (BOOST) created to prepare selected individuals for entrance into the NROTC Program or the U.S. Naval Academy. 1993 Zero-Based Training and Education Review implemented to train and develop, approve, resource, execute, and assess education requirements. The Task Force for Excellence through Commitment to Education and Learning (EXCEL) formed to revolutionize how the Navy trains for the ever-changing battlespace by making Navy training more adaptable to new technologies and warfighting tactics. 1994 Starbase Atlantis created for community outreach to increase interest in STEM programs in youth. 2003 Integrated Learning Environment streamlined the learning process, automated learning, and delivered learning to Navy personnel in their own homes. Renamed Naval Education and Training Command (NETC). 2004-2009 5 Vector Model allowed Sailors to take charge of their own careers and help Sailors migrate upward from recruit to apprentice to journeyman to master and mentor. 5 Vectors Professional Development Personal Development Leadership and Professional Military Education Certifications and Qualifications Performance 2005 Sea Warrior, part of the Sea Power 21 transformation plan, improved how Sailors guide their careers. 2018 "Street to Fleet" bumper sticker adopted for recruiting civilians, and through world-class training, transforming them into combat-ready warfighters ready to meet the current and future needs of our fleet customers. Sailor 2025 created to improve and modernize personnel management and training systems to effectively recruit, develop, manage, and retain the force for tomorrow. Focused on the modernized personnel system, an enriched culture, and a career continuum of learning. Ready, Relevant Learning (RRL) concept created to improve individual Sailor performance and enhance fleet readiness with three major components that address the when, how, and where we train. RRL is a tremendous modernization effort, requiring collaboration across multiple stakeholders throughout the Navy, all in the interest of meeting future fleet requirements. At its core, RRL is about creating more proficient and technically capable Sailors as they head to operational fleet units.
