History Of The North Dakota Board Of Nursing The North Dakota Board of Nursing was established in 1915 as the Board of Nurse Examiners and has evolved through various legislative changes to its current structure and functions. The 110-year history of the Board of Nursing details a rich legacy of an innovative regulatory agency with an ongoing commitment to ensure public protection through promotion of public policy and legislation related to safe and effective nursing practice in the state and beyond. The North Dakota Board of Nursing has a rich history that dates to its inception in 1915 as the Board of Nurse Examiners. Initially, the board consisted of five nursing school graduates appointed by the Governor for five-year staggered terms. The board’s primary functions were to conduct exams, grant and issue certificates of registration, and inspect and accredit schools of nursing. Over time, the board’s powers and duties have evolved, including changes in the qualifications for board members and the addition of new duties such as managing the scholarship and loan fund for nursing students. Evolving Roles And Responsibilities In 1963, the board was renamed the North Dakota State Board of Nursing and was composed of seven members, including five registered nurses and two licensed practical nurses. The board’s chief function has been to regulate the nursing profession through examination, licensure, registration, and to provide for continuing education, professional standards, and disciplinary action. The Board is now composed of nine members, including five registered nurses, one advanced practice nurses, two licensed practical nurses, and one public member, all appointed by the Governor. The mission of the North Dakota Board of Nursing is to assure citizens quality nursing care and promote public safety through the regulation of standards for nursing education, licensure, and practice.
